What a Dynamic Purchasing System actually is

A Dynamic Purchasing System, or DPS, is a way of buying that keeps the door permanently open. Unlike a closed framework that locks in a list of suppliers for four years, a DPS lets qualified suppliers join at any point — and lets you run a fast mini-competition whenever you actually need something.

The mental model is a vetted pool rather than a fixed shortlist. Suppliers apply, meet the selection criteria, and are admitted. When a requirement comes up, every relevant supplier in the pool is invited to bid on that specific need.

Why it beats a framework
